UPSTREAM:
STCW 2026 Culture Shift — Systems Thinking for Maritime Safety LeadershipÂ
Join us in Antwerp on 20 May.
Since January 2026, violence, harassment, bullying, and sexual assault at sea are a mandatory STCW competence. Most companies updated the SMS, added a policy paragraph, and delivered a toolbox talk. But on the vessel itself? The policy sits in a drawer. The reporting form stays empty — and the question most companies haven't asked yet is: have we actually built a system where it feels safe to speak up?
This is the compliance trap — and the missing piece is safety leadership. A full-day workshop for maritime professionals ready to move beyond tick-box compliance, with a diagnostic framework for safety culture and practical tools to close the gap between policy and practice.

Since 1 January 2026, violence, harassment, bullying, and sexual assault at sea are a mandatory STCW competence. Every maritime company has had to respond. Most have updated the SMS, added a policy paragraph, delivered a toolbox talk. But on the vessel itself? The policy sits in a drawer. The reporting form stays empty — and the question most companies haven't asked yet is: have we actually built a system where it feels safe to speak up?
This is the compliance trap — and the missing piece is safety leadership.
This workshop gives you the diagnostic framework and practical tools to move beyond it.
Â
Â
This is for you if...
This workshop is designed for maritime professionals with institutional responsibility for safety culture, STCW compliance, or the people and systems behind reporting and protection at sea:
- HSEQ Managers & Safety Superintendents — closing the gap between your SMS and the reality on board
- DPAs & Designated Persons — understanding what the expanded role means in practice under the new amendments
- Fleet Superintendents & Technical Managers — managing compliance across a multi-flag fleet
- Crew Managers & Training Officers — ensuring seafarers meet the new PSSR competence requirements
- Ship Management Company Leaders — coordinating STCW 2026 implementation across multiple owners' fleets
- Classification Society Surveyors & ISM Auditors — understanding the culture dimension behind compliance documentation
- Maritime HR & Welfare Managers — building reporting mechanisms and protection policies that actually work
- P&I Club Loss Prevention Specialists — the link between safety culture and claims reduction
- Senior Captains & Chief Officers — bridging shore expectations and shipboard reality
- Maritime Training Institution Managers — updating STCW programmes for effective implementation beyond the curriculum
Not sure? If you are responsible for safety culture in a maritime organisation and you suspect the gap between your documentation and your reality is wider than it should be — this workshop is for you.

WHAT YOU WILL LEARN
Module 1:
What Actually Changed —
MSC.560(108), three areas of change, and why most responses fall into the compliance trap. What the amendments require — and what they actually mean for your operations.
Module 2
 The Three Gaps Framework —
The Policy Gap, Signal Gap, and Power Gap — a diagnostic framework for why safety culture programmes fail. Apply each gap to your own organisation.
Â
Module 3
 Finding Your Leverage Points —
Meadows' hierarchy adapted for maritime: five levels from information flows to paradigm shifts. Identify where small interventions create the biggest cultural change.
Â
Module 4
Your Upstream Action Plan —
Build your 90-day action plan with leading indicators, concrete actions, and peer accountability. Leave with commitments, not just concepts.

Caerulea is based in Antwerp.
FAQ
Â
Â
Â
I work in classification / P&I / maritime training. Why should I attend? Because the organisations you advise, audit, or train are struggling with exactly this gap. Understanding the systemic reasons why safety culture programmes fail — beyond the regulatory text — gives you a more complete advisory capability and a shared language with your clients.
What do I take home? A completed Three Gaps Diagnostic for your organisation, a 90-day Upstream Action Plan with leading indicators and concrete actions, the Leverage Points hierarchy, a printed Participant Workbook, a certificate of completion, and 6 months free Land & Sea Community membership with the early bird rate when you continue.
I cannot make it to Antwerp. Is there an online alternative? The UPSTREAM online course materials are coming to Caerulea University in 2026. The live workshop goes deeper with the diagnostic framework, peer exercises, and facilitated action planning that cannot be replicated online. Interested in the online version? [Let us know here] — we'll notify you as soon as it's available.
Is lunch included? Yes. Networking lunch, coffee, and refreshments are included.
What's the Series Bundle? The UPSTREAM Series Bundle (€650) includes both the S-100/S-200 and STCW 2026 workshops, the online course materials, and Land & Sea Community membership. That's a €200 saving compared to booking everything separately.
What's the cancellation policy? Full refund up to 14 days before the workshop. 50% refund up to 7 days before. No refund within 7 days, but you may send a colleague in your place.
Are prices excluding VAT? Yes, all prices are excl. BTW (VAT). Need a compliant invoice for your organisation? Email [email protected]Â with your company details and VAT number and we'll send one over.
Is this a compliance training course? No. This workshop goes beyond compliance. It assumes your organisation has already responded to the STCW 2026 amendments and addresses what compliance documentation alone cannot solve: the cultural, behavioural, and systemic dimensions of safety on board. If you're looking for a structured overview of the STCW 2026 requirements themselves, our online STCW 2026 Compliance Essentials course (coming to Caerulea University in 2026) may be a better starting point, register your interest through the link below.Â
